The top-heaviness causes an over and understeer with the flex of the wood. Maybe the wood is too wet. The top doesn't turn or slow down at the same rate as the tractor and trailer and because of momentum there is a resonant frequency with a huge wavelength. Maybe the wheels need balanced too. I've no idea where to put the tandems on that kind load either because I'm a >>>company driver<<<
It really looks like he was steering it back and forth to make it wobble for fun. I can't see his weight distribution. I've seen poor trailer balance do that, too.
