Technically speaking, you’re allowed to pull doubles if you have a CDL, but they got pulled over for the swerving
The biggest problem is is, you have the most weight on the very back trailer, and the camper trailer doesn't have it nearly as much weight as the rear trailers, so therefore you're going to get a huge amount of oscillation in your paul rigg, and it probably wouldn't hurt to have anti sway bars on both of them. And the fact that one tire's missing, which also now means that that trailer is leaning 21 side.You've got more traction on one side.So it's gonna create even more oscillation.

Beyond stupid
You should never load a vehicle backwards on a trailer especially if it has a motor in it. That's probably what caused the blowout on the camper. But I've seen a couple bad accidents because vehicles were loaded backwards.
