PHMSA: Hazmat Transportation Resources, Training, Registration and Contact Guide
The Pipeline and Hazardous Materials Safety Administration (PHMSA) is the U.S. Department of Transportation agency responsible for advancing safe transportation of energy and hazardous materials. Truck drivers and fleet teams can use its hazmat resources for regulatory questions, training publications, registration support and emergency-response reference materials.
Agency role and useful trucking resources
PHMSA develops national policy, establishes and enforces safety standards, provides education and conducts research to help protect people and the environment. Its work covers both pipelines and hazardous-material transportation. For trucking, the most useful starting points are the Hazardous Materials Information Center, hazmat publications, training modules, registration pages and regulatory interpretations.
The official site also provides data, incident-reporting information, approvals and permits, rulemaking notices, guidance and specialized resources for materials such as lithium batteries and infectious substances. Choose the resource that matches your shipment and role instead of treating a general overview as a shipment-specific determination.
Hazardous Materials Information Center
The Info Center provides assistance with the Hazardous Materials Regulations, including 49 CFR Parts 100–185. It can help explain hazmat-transportation requirements, provide rulemaking and special-permit information, supply training materials, receive reports of regulatory violations and explain how to request a formal interpretation.

Confirm the appropriate recipient with the Info Center before mailing a formal request; the explanatory page has an older update date.
Training, publications and the ERG
PHMSA’s outreach materials help readers understand hazmat rules and training requirements. Its publications include practical guidance on training, shipping papers, the hazardous materials table, packaging codes, marking, labeling and placarding. The training-module collection covers hazardous-material transportation topics; direct comments on the modules to training@dot.gov.
The agency publishes the Emergency Response Guidebook (ERG), including the 2024 edition on its official ERG page. Use the agency’s ERG page for current downloads, formats and explanatory resources. The ERG is an emergency-response reference; your employer’s required hazmat training and shipment procedures remain essential.

PHMSA operates a hazardous-materials registration program for covered offerors and transporters. Its online registration service supports initial registration, renewal, amendments and company-record lookup.
