I live in Chicago and I see this more than I would like to admit
its probably from europe. we have lights in front of crossroad and we used to stop there. So probably he got confused on the red and stop.

Thats normal everywhere in europe so probably a Europeans. We stop before a light, not the lights 10 meter after where we stop.

Why are the lights across the junction? We have that in 🇬🇧/Europe, but we also have a light at the stop line, just before the junction. We have them on posts at the side of the road, so I suppose it’s easier to see them up close. This guy must have been looking through his sunroof.
