RTW = Return To WorkEdited: Added Substance Abuse Professional, it's pretty close to a Substance Abuse Program. The SAP evaluates the driver, recommends education/treatment, does a follow-up evaluation to determine compliance, then reports whether you’re eligible to move forward to the Return-to-Duty test.
