It may fall under law that you cannot have any loose items in the cab and for it to be tidy, but as far as the bed being made, FMCSA has no guidelines on your sleeper berth being made. This officer was just fishing for anything that could possibly make a ticket. Shame on him.

There is no law on the books of state troopers text Dot federal or state police stating that any truck driver has to make their bed what the law says you have to have adequate bedding for at least 3 to 4 days also you must have adequate clothing for 3 to 4 days in case you get broke down it does not say anything about your bed having to be made this officer is in the wrong trust me this is some free legal advice

Vehicle equipment requirements
Dimensions: The bed must be at least 24 inches wide and 75 inches long.
Restraint System: Motor vehicles manufactured after July 1, 1971, must have a restraint system to prevent the sleeper berth occupant from being ejected during deceleration. This system must be able to withstand a minimum of 6,000 pounds of force.
Location and Ventilation: The sleeper berth must be located so it is not overheated by the exhaust system, is adequately ventilated, and protects the occupant from exhaust fumes and fuel leaks.
Communication: If the sleeper berth is not directly connected to the driver's compartment, it must have a means of communication between the occupant and the driver, such as a phone, speaker tube, or buzzer.
Equipment: The berth must be properly equipped for sleeping and include adequate bedclothing, blankets, and either springs and a mattress or a foam mattress. -
