Weeeeeell, here comes paragraph guy to note a few things:
Firstly, being it's given location being a densely populated area…
They could either be doing some type of drilling and restructure underneath in the sewer systems and in lower levels of a building that's close to that pole…
Just as it could very well be tectonic plates that are shifting… and with everything that's going on in the world right now, it's possible. South America is ripping apart, the San Andreas Fault is becoming more of a threat, and even the legendary Yellowstone is FINALLY showing sign of an overdue eruption, specifically pulling data from the last decade and a half to show this.
..Or it could be the wind just blowing this pole the way that it is because of HOW it's placed into the ground.
