Bet the fuel tank is about empty. Time to call the tanker company for a restock. Course, there's also the part where Flying J doesn't maintain the fuel pumps very well.

If it’s cold those meters won’t pump as fast to reduce the chance of gel in the lines especially with above ground tanks
