Yes I totally agree, it's so aggravating that the driver was too fricking lazy to put the flap back down like it's supposed to be. It helps keep dirt from getting in there and keeps it from freezing in the winter. It's as bad as them leaving a trailer handle hanging and not putting it in the holder when they drop it, pure laziness.
