So instead of stopping the pumps to stop the spill, he whips out a camera to record the spill, if you ask me he should be help partly liable just for knowingly watching it happen, this is the type of person if he saw a train coming for a baby on the train tracks would just record it instead of helping the baby off the tracks, pretty much a dick move for recording and not helping but this is the sad state of affairs other fellow drivers have evolved into, just a bunch of unhelpful ungrateful steering wheel holders unable to do anything to help out a fellow human in need.
