    First of all… Context matters. The video starts after the stop was initiated, for all we know he blew a stop sign.

    Secondly, a cop doesn't have to tell you why he pulled you over to ask for your ID. He has to tell you prior to giving you the ticket.

    And Lastly, if a cop orders you to step out of the vehicle for any reason during a traffic stop you must comply. Pennsylvania vs. Mimms.

    So pepper spray was justified, the drivers an idiot, and anyone that disagrees is also an idiot.
